PIPC Pseudonymised Information Processing Guideline (March 2026): making anonymous data needs no consent, and the test depends on the recipient (Personal Information Protection Commission, Guideline on Pseudonymised Information Processing (rev. Mar. 2026), Q&A on information outside the Act (in Korean), p. 81)
Translation: a holder that processes personal information in order to make it anonymous needs no consent, but whether the result is truly anonymous is judged by the recipient's purpose, its use or provision environment and the nature of the information. A buyer that can combine the data with other sources makes anonymity harder to claim.
