Quebec private sector Act, section 23: when information is anonymized (Act respecting the protection of personal information in the private sector, CQLR c. P-39.1, s. 23, as amended by S.Q. 2021, c. 25 (in force 22 September 2023))
Quebec's anonymization standard is irreversible, at all times, for direct and indirect identification. The Act allows anonymized information to be used for serious and legitimate purposes once the original purposes are achieved; the text I read does not say whether licensing it to a third party is such a purpose.

In the source's own words
“Where the purposes for which personal information was collected or used are achieved, the person carrying on an enterprise must destroy the information, or anonymize it to use it for serious and legitimate purposes, subject to any preservation period provided for by an Act. For the purposes of this Act, information concerning a natural person is anonymized if it is, at all times, reasonably foreseeable in the circumstances that it irreversibly no longer allows the person to be identified directly or indirectly.”
