OPC, Interpretation bulletin on form of consent: when opt-out consent is acceptable (Office of the Privacy Commissioner of Canada, PIPEDA Interpretation Bulletin: Form of Consent)

Opt-out consent works only for demonstrably non-sensitive information shared in a limited, well-defined way. My reading: free-text tickets, email and recordings rarely meet that, so a holder should plan on opt-in consent or on de-identification.

In the source's own words
“Use of an opt-out consent mechanism may be acceptable where: The personal information is demonstrably non-sensitive in nature and context; The context in which information is shared is limited and well-defined as to the nature of the personal information to be used or disclosed and the extent of the intended use or disclosure;”
